ABOUT THE PROGRAMME

So, how will the Climate Finance ExPrESS 
Progamme work?

WHEN

  • The Climate Finance Professional Exchange & Secondment Scheme is envisaged as a medium-term programme – say 4-5 years - with a 1-year pilot which is commencing in 2021. There is potential to be expanded and repeated

WHO

  • The initial ambition would be c. 200 placements per year, increasing over time as the scheme matures

  • The programme would cover emerging as well as developed markets, with local partners to be identified in EM financial centres

HOW

  • Delivery of the programme: Will be via a hybrid of a specialist secondment delivery organisation (such as onpurpose.org ) for the placement / administrative / monitoring functions,  advised by experts in finance and recruitment (responsible also for initial design and ongoing adjustment of the aspects mentioned below)​

 

  • Running costs of the programme: Will be funded by a mix of subscriptions and grants, with the latter aimed at enabling participation in the scheme by less well-resourced organisations such as civil society / NGOs 

 

  • The costs of the actual secondments/exchanges: Will be mainly based on participants continuing to be paid by their ‘home’ organisation with a ‘top-up’ fund designed to assist the less well-resourced institutions with travel and accommodation costs
